Are PASGT helmet covers supposed to be pulled real tight?

I have a desert tri color cover for my PASGT helmet. There's one problem. The cover is an X/XL and the helmet is a M/L. I can duct tape it tight on the inside but it's inefficient. Does it matter if the cover is pulled tight around the helmet?
